5. It shall be unlawful for anyone to park or leave standing on any street, avenue, highway, public ways, boulevards, public property, or alleys in the City of Washburn any trailer, camper, boat, machinery, or other obstruction from October 15th to April 15th so as not to interfere with fall and spring street cleaning and snow removal.
